Digital Product Passport (DPP) Compliance Guide
As part of the European Union's sustainability vision, the Digital Product Passport (DPP) is becoming a legal requirement, not just an option, for businesses. This guide outlines the roadmap your business should follow to comply with the new regulations.
Three Essential Conditions for Being Considered Ready for DPP
For a business to be considered fully compliant with DPP, it must meet the following three requirements:
Unique Identity: The ability to assign a unique identifier to each product unit.
Data Entry: Linking this identity to a machine-readable record containing all the technical and sustainability data required by the industry.
Accessibility: To keep this record publicly available via a data carrier (QR code, RFID, or NFC) for the life of the product.
Important Note: If any of these conditions are missing from the delegate regulations specific to your sector on the official date, it means you are not yet compliant.
Responsibilities Based on Your Role in the Supply Chain
The compliance process varies depending on your position in the supply chain:
Manufacturer Type | Basic Obligation | Passport Deadline |
EU Manufacturer | The DPP creates the data, assigns an identity, and registers it in the EU Register. | Before launching the product on the market. |
Non-EU Producer | The EU appoints a representative or the importer ensures compliance. | Before the first EU sale. |
EU Importer | DPP verifies the accuracy; the manufacturer is held responsible if there is a non-compliance. | At the point of import. |
EU Distributor | Verifies data carrier accessibility. | Before making the product available for use. |
Retailer | It ensures the code is scannable at the point of sale. | Continually. |
Critical Dates by Sector
The start dates for DPP (Direct Payment System) obligations, depending on your product category, are as follows:
Batteries and Accumulators: February 18, 2027
Textiles and Footwear: Mid-2027
Electronics and ICT Equipment: Q1 2028
Furniture: Mid-2028
Construction Products: Early 2029
Iron, Steel, and Aluminum: 2029–2030
8-Dimensional Compatibility Checklist
Determine your readiness score by evaluating your business across these 8 main categories:
Delegate Regulations Scope: Match your products with dates. Stricter dates apply to products falling into two categories.
Unique Identity Infrastructure: Create persistent identities that connect to a live endpoint, compatible with GS1 Digital Link.
Industry-Specific Data Completion: Prepare data such as carbon footprint and material content. (LCA studies may take 4-8 months).
Physical Data Carrier: Ensure that the QR, RFID, or NFC remains readable throughout the product's lifecycle.
EU DPP Registry: Get ready to register your identity-endpoint match in the centralized system launching in July 2026.
Three-Level Access Control: Establish a system where consumers, businesses, and authorities can view data with different levels of authorization.
Supply Chain Data Collection: Organize processes (API/Portal) and contracts for collecting data from suppliers.
Continuous Update: Define how the DPP will be updated when data changes (supplier or material changes).
Levels of Data Access
When different stakeholders scan the product code, they see the following data:
Access Level | Who has access? | Visible Data |
Public (Consumer) | Everyone (QR scan) | Sustainability, repair, and materials summary. |
Economic Operator | Verified businesses | Complete product data and compliance documents. |
Market Surveillance | National authorities | All data, including confidential business information. |
